Regarding the conditional use for townhomes in a 2-family Zoning District:

  1. Compatibility: This development is visually compatible with nearby properties and developments of similiar uses. Consider delineating each unit to identify them more clearly as single family townhomes.
  2. Site Layout: The committee believes this layout achieves the stated goals in the code. One curb cut allows predictability of where cars and pedestrians may encounter each other. Stoops are larger than the bare minimums and permit active outdoor use.
  3. Building Features: The form requirements under the RA-3 district are clearly met
  4. Circulation and Parking: The straight drive provides proper access for safety & service; one curb cut minimizes conflicts between pedestrians and vehicles; 1 curb cut is the absolute minimum if a project provides off-street parking; eliminating 3-4 existing curb cuts maximizes on-street parking; The site layout places garage doors away from sidewalks and out of direct conflict with pedestrian circulation and safety.

Approved as presented however the committee prefers 4, 3 unit buildings. The overall design works better with stoops vs. front porches. The committee is concerned about comments/recommendations from the CDC/Councilman are not shared with the committee at the regularly scheduled meetings. This places an unecessary burden on applicants and does not allow the committee to consider the requests and ask questions.
